CBAM Phase 2: Full Carbon Pricing Enforcement — October 2026
What's changing
CBAM transitions from reporting-only to full carbon levy payment. Importers of steel, aluminium, cement, fertilisers, hydrogen and electricity must purchase CBAM certificates. No more grace period.
Who is exposed
Any DACH importer sourcing steel or aluminium from Turkey, India, Ukraine or China. Manufacturing SMEs with annual import volumes above €150k in affected categories.
Deadline
01 October 2026 — Certificate purchase obligation begins. First penalty assessment: Q1 2027.

National customs authorities begin enforcing Regulation (EU) 2024/3015. Products linked to forced labour can be stopped at border and ordered for withdrawal from EU market.

Logistics managers and procurement teams sourcing from Xinjiang (textiles, electronics, solar panels), Uzbekistan (cotton), and flagged Brazilian agriculture corridors.

Enforcement active now. First formal decisions expected July–September 2026 targeting high-risk sectors.

What if there are no significant EU developments in a given week?

Is this just summarising news I could find myself?

Is coverage only for Germany, Austria, Switzerland and Luxembourg?
